| 内容記述 | Analyzing the political and diplomatic actions of Japan in its effort to obtain a permanent seat on the United Nations Security Council as presented in the recently published book entitled Political Dynamics of the United Nations : Where Does Japan Exist? by Professor Shinichi Kitaoka (Tokyo : Chuo Koron-shinsha, 2007), Professor Okajima advances the view that, when the UN is reformed, Japan ought to acquire nothing short of veto power on the Security Council. He is of the opinion that UN reform can be sought through two paths : i.e., i) by transforming the present UN itself, which is becoming increasingly irrelevant to significant current world affairs ; and ii) by creating a new UN and, thus, abolishing the present one. While these paths may eventually merge, Japan's role is to take an especially active initiative for ii) above (N.B. : While on leave of absence from the Tokyo University Law Faculty between April 2004 and September 2006, Prof. Shinichi Kitaoka served as Ambassador Extraordinary and Plenipotentiary, Deputy Permanent Representative of the Japanese Mission to the U.N.) |
