| 内容記述 | The government of Canada strove to enact the First Nations Governance Act FNGA , which was expected to provide aboriginal communities with effective systems of governance, including procedures for leadership selection and financial management. Bill C-7 for the act was aborted in 2003, however, in the face of the strong opposition of aboriginal peoples, on the grounds that it did not reflect their customs and traditions and would infringe their inherit right of self-determination. The purpose of this paper is to give a comprehensive summary of FNGA with its historical background and to examine its dual nature common to the paternalism of the Indian Act, which has been the main tool for the federal policy on aboriginal affairs. |
