The Iwate Model was greatly influenced by the Swedish municipality of Vaxjo. Based on the author's fieldwork, the analysis focuses on how a new policy idea to protect the environment was accepted by the local industrialists, prompted policy change, and stimulated the formation of an industrial cluster. The conclusions are as follows : requirements are a paradigm change concerning the forest industry and its policy, and a cooperative relationship among industry, academia, local government and citizens.
