This study method is to analyze document about the school administration regulation establishment, interview of the key person, Kyoto assembly records.  I reached the following conclusions from analysis. 1. The policy making process consists problem recognition, problem setting by the assembly statement, the policy making by the adjustment and the correction, the policy decision by the decision of the Board of Education. 2. The outside actor of the assembly is a facilitator of the regulation establishment. 3.
