| 内容記述 | 近年、国際結婚、海外からの移住、特定技能制度による就労など、日本に暮らす外国人住民の数は増加の一途をたどっている。それに従って、多文化背景を持つ「多文化家族」の数も増え、地方行政、地域の国際交流団体、そして地域密着型で支援する草の根グループなどが彼らの生活を支えている。なかでも、草の根グループは日本社会で孤立しがちな多文化家族の個々のニーズに応え、日本語学習支援、日常生活支援などを積極的に行うことで地域共生・文化交流を促進する重要な役割を果たしている。 そこで、本稿では、日本における草の根活動の変遷を振り返ると共に、現代社会において多文化家族を支援する草の根グループが地域コミュニティのなかで担う役割と重要性を明らかにする。また、その取り組みの一例として、2021年より京都・神戸を拠点に活動する草の根グループTABUNKO〈TABUNKA（多文化）＋KODOMO（子供）〉の活動内容を報告する。住み慣れない日本の地で乳幼児を育てる多文化家族をはじめ、様々な悩みを抱える外国人住民同士がネットワークを築くことで社会からの孤立感を和らげ、自分自身と家族、特に子供のアイデンティティ形成にプラスの影響を与えているTABUNKO の活動を通して、多文化家族と地域コミュニティをつなぐ架け橋としての草の根グループの在り方と今後の課題を提示する。 |

| 内容記述 | In recent years, Japan has seen a steady increase in the number of foreign residents, driven by factors such as international marriages, immigration, and employment through the special skills system. Consequently, the number of families with multicultural backgrounds has also risen. Local governments, international exchange groups, and grassroots organizations have stepped in to support these families, offering community-based assistance. Among these, grassroots groups play a crucial role in fostering regional coexistence and cultural exchange. They address the unique needs of multicultural families, who often face isolation in Japanese society, by actively providing support for Japanese language acquisition and everyday life. This paper examines the evolution of grassroots activities in Japan, highlighting the vital role that these groups play in supporting multicultural families within local communities. As a case study, we focus on the activities of TABUNKO a grassroots organization based in Kyoto and Kobe that has been active since 2021. TABUNKO has made significant strides in building networks among multicultural families raising infants and toddlers in an unfamiliar environment. Through its efforts, TABUNKO has not only reduced the sense of social isolation experienced by foreign residents but has also positively influenced the identity formation of these families, especially their children. The activities of TABUNKO demonstrate how grassroots initiatives can effectively support the integration and well-being of multicultural families in Japan. |
