The government strictly controls the entry of "low quality" labor, but in the same manner, the policy allows high- skilled labor to move freely in and out of Taiwan. The article explores the possible impact for foreign home-care givers' employment in terms of the Long-Term Care Insurance Law, to which enforcement is scheduled in 2017.
