          <dc:description>Balanced economic and social growth has been considered as one of the important goals in the European integration process from its outset. The integration of the cross-border regions is part of European regional policy. This article analyzes the process and characteristics of cross-border co-operation in Sweden, putting emphasis on the Interreg program of the European Union's regional policy. The five regions designated by the present InterregIIIA program are as follows: North, Kvarken-MittSkandia, Islands, Sweden-Norway and Oresund. The cross-border integration process in Oresund between Denmark and Sweden is the largest and the most ambitious one among them. The aim of this integration is to build a high-tech industrial cluster across the strait capable of competing in the globalized economy. This article evaluates positively the important role played by the Interreg programs in the making of "Europe of the Regions".</dc:description>
